The circle rate in Bihar differs significantly depending on the district, location, and type of land. Here's how it varies-
1. Patna- As the capital city, Patna has higher circle rates due to its urban character and high demand for real estate. Residential areas in Patna may have circle rates ranging from Rs 1,200 to Rs 2,000 per square foot, while commercial properties could see even higher rates.
2. Muzaffarpur- This semi-urban area has lower circle rates compared to Patna. Residential land here typically has a circle rate between Rs 800 and Rs 1,200 per square foot. However, some commercial areas in Muzaffarpur may experience rising rates due to ongoing infrastructure development.
3. Rural areas- In rural regions, the circle rate can be between Rs 100 and Rs 500 per square foot. These rates are influenced by factors such as remoteness, infrastructure development, and land use type.
Circle rates for commercial and residential property in Bihar
Circle rates for residential properties in Bihar are generally lower than those for commercial properties. Residential properties, primarily meant for individual home ownership, tend to have more affordable rates to accommodate the general population. Urban centres typically have higher residential property rates than smaller towns or semi-urban areas.
The circle rates are significantly higher for commercial properties, which are used for businesses, shops, or offices. This is due to the greater potential for income generation and the strategic importance of commercial locations. Commercial land in prime business districts tends to have the highest rates, reflecting the demand and economic prospects of the area.
Circle rates for agricultural land in Bihar
Agricultural land in Bihar usually has a lower circle rate than residential or commercial properties. This is because agricultural land is mainly used for farming and cultivation. In rural areas, where agriculture is the primary occupation, circle rates are significantly lower.
However, these rates can change based on factors such as the land's proximity to urban centres, access to infrastructure like irrigation, and potential for future development. Agricultural land near developing towns may see an increase in circle rates due to its possible conversion for residential or commercial use later on.
Circle rates in Bihar according to age factor
The age of a property, whether it’s commercial, residential, or agricultural, significantly impacts circle rates in Bihar. Generally, older properties carry lower circle rates due to depreciation and wear and tear, making them less appealing to buyers and further decreasing their value.
In contrast, newer properties enjoy higher circle rates. Their modern amenities, updated infrastructure, and prime locations attract buyers, increasing their circle rates.
Calculating property value in Bihar using the circle rate is essential for determining the stamp duty, a tax applied to property transactions. This tax is based on the property's value, which is derived from the circle rate. The formula is simple-
Property Value = Circle Rate per square foot/meter × Total built-up area of the property
For instance, if the circle rate in your area is Rs. 1,500 per square foot and your property has a built-up area of 1,000 square feet, the property value would be-
Property Value = Rs. 1,500 × 1,000 = Rs. 15,00,000
After determining the property value, you can calculate the stamp duty as a percentage of this value. Remember that stamp duty rates may differ based on the property type and other local conditions.
To determine the property value using the circle rate in Bihar, use the following formula:
Property Value = Circle Rate per square foot/meter × Total built-up area of the property
Several factors influence the circle rates in Bihar-
Location- Urban areas have higher circle rates than semi-urban and rural areas. For example, prime locations like Patna have much higher rates compared to towns like Muzaffarpur or remote villages.
Land use- Circle rates differ based on how the land is used. Residential, commercial, and agricultural land have different rates. Commercial land usually has higher rates because it can generate more income.
Market trends- The real estate market's current situation, inflation, and economic factors also affect circle rates. The government updates these rates regularly to reflect market changes.
The age of a property has a direct impact on its circle rate. Newer properties often command higher rates due to their modern amenities, improved infrastructure, and attractive designs. These features make them more appealing to potential buyers.
On the other hand, older properties may have lower circle rates, especially if they lack modern updates or show signs of wear and tear over time. However, older properties located in desirable areas might still maintain competitive rates, even if they require renovations.
The circle rate is important for real estate transactions in Bihar as it sets a standard for property valuation. It prevents sellers from pricing properties below a certain value, ensuring transparency in deals and stopping attempts to evade taxes. By establishing a minimum value, the government promotes fair transactions and accurate reporting.
The circle rate also helps calculate essential costs like stamp duty and registration fees when buying or selling property. Lenders and financial institutions use the circle rate to assess home loan eligibility and determine the maximum loan amount they can offer.
